Coordinating Managers moving closer to union representation

The Coordinating Manager (CM) position in the Health and Hospitals Corporation (HHC) is a title that Local 1180 members in the Assistant Coordinating Manger (ACM) title promote to. The union filed a petition seeking representation of the title in 1994, but backlogs kept the case from moving until 2002. There are about 1,500 CMs. At one point, HHC management claimed over 800 of them should be taken out of the title, but this thinly veiled attempt to avoid union representation was challenged by 1180 in an improper practice charge and the agency backed down. At this point, there are approximately 300 people that HHC claims are managerial/confidential or should be reclassified. Each of those positions is being reviewed and discussed by the union and the agency in hearings at the Office of Collective Bargaining (OCB). This process is slow, but the good news overall is that HHC has agreed that the CMs can have union representation.
