Local 1180 members ratify contract deal with City November 2007 A proposed contract between the City and Local 1180 was ratified on November 2 by an overwhelming majority. Of the 9,241 members covered by the contract, 4,856 cast ballots by the October 25 deadline. The final tally was 4,695 yes, 73 no, 6 blank, and the remainder ineligible. The new contract, which runs from September 6, 2006, through October 5, 2008, covers the union's 9,000-plus members who work for City agencies and the Health and Hospitals Corporation (HHC). The contract features a 2 percent raise retroactive to October 6, 2006 and a 5 percent raise retroactive to April 6, 2007, plus a new seniority raise of $600 for those who have completed 10 years in the City civil service. It also features increased contributions to the union's welfare fund, which covers member benefits. Finally, the contract includes a 0.5 percent productivity raise retroactive to July 2004—an element of a previous contract that had remained unresolved. Local 1180 secretary treasurer Gloria Middleton reports that the City and HHC said they would make on the raises and retroactive pay on November 30. The New York City Housing Authority will make payment December 7. Local 1180 officials are still waiting for payment dates from the Department of Education and from New York City Transit Authority. The $600 seniority raise, called a Recurring Increment Payment (RIP), for employees with a total of 10 years of service in any title will not go into effect until October 5, 2008.
