City contract proposal on the table

On August 23, Local 1180 representatives met with Deputy Commissioner of Labor Relations Renee Campion and other City officials for a session on costing out a tentative new contract. The contract will cover Local 1180 members who work for City agencies and the Health and Hospitals Corporation (HHC).

The proposed deal follows the pattern established last fall by the United Federation of Teachers contract, which included a 7.1 percent raise over two years.

Local 1180 president Arthur Cheliotes says he received the City’s calculations on the costs of the current proposal in early August, and ran them by the union’s own costing experts in advance of the August 23 meeting.

According to Local 1180 first vice-president Linda Jenkins, who was present at the meeting, outstanding issues include the cost of the union’s effort to extend five-year experience differentials (salary increases) to new Local 1180 members in the Administrative Job Opportunity Specialist (Administrative JOS) and Coordinating Manager titles. In addition, the union is still negotiating over adding 10- and 15-year pay differentials for both old and new titles.

Local 1180 officers met with City officials the last week of August to discuss issues surrounding the Coordinating Manager title and will meet with the City on September 10 with regard to the Administrative JOS title.

Local 1180 members who work for the City and HHC have been without a contract since September 6, 2006. Negotiations for the contract began on January 18 of this year.

And that 1 percent?

The outstanding 1 percent productivity raise, which the union argues was due to its members back in July 2004, is being negotiated as part of the overall contract deal.

Earlier this year, Local 1180 members and staff met with council members and asked them to write letters to the mayor on their behalf. A broad-based group of Democratic and Republican lawmakers responded and wrote to Mayor Bloomberg in support of granting the 1 percent to members of Local 1180. These included council members Leroy Comrie, Helen Foster, Dennis Gallagher, Jim Gennaro, Eric Gioia, Oliver Koppel, Dominic Recchia, and Al Vann.
