Dial 311: Demand the overdue 1% raise October 2006 Over the summer, more than 1,000 members of Local 1180 sent letters to the mayor demanding the long overdue 1 percent productivity raise, owed to us in year three of the last contract. The mayor finally responded to the deluge of mail on August 14, writing, "We are hopeful and confident that ongoing negotiations regarding this matter will lead to a resolution that is satisfying to both parties." Yet the mayor has yet to offer the full 1 percent, the only resolution that’s satisfactory to us. It’s time to turn up the heat. From Monday, October 2, to Friday, October 6, please make an effort to dial 311 once a day to insist that the mayor pay members of Local 1180 the overdue 1 percent raise. Here is a sample script for your use:
NOTE: The 311 operator may tell you that this is not an appropriate matter for 311. If so, please nicely ask to speak with a supervisor. The mayor's office has told Local 1180 that the 311 line is the only place to leave this kind of comment for the mayor. The 311 operator may tell you to take this up with your agency head, but explain that this is a citywide issue. Insist on your right to leave a comment with 311. At the end of your call, you should receive a confirmation number that your comment was received. BACKGROUND: The 1 percent raise was owed to employees of the New York City and Health and Hospitals Corporation titles represented by Local 1180 as of June 30, 2004. It was promised in the final year, 2004-2005, of the union’s last multi-year contract with the City, as long as the union could show productivity gains. The workers supervised by Local 1180 members, represented by DC 37, and the management who supervise Local 1180 members, all received their productivity raises a year ago. Yet the mayor continues to hold out on members of Local 1180.
