Progress, if slow, on 1% raise

At a May 5 meeting with Local 1180 president Arthur Cheliotes, city officials finally stopped stonewalling and made the union an offer regarding the long-overdue 1 percent productivity raise. Based on savings accrued by bringing outside contracting in-house and reduced use of sick leave, the city calculated that it owed Local 1180 members a 0.6 percent productivity raise. But these calculations leave out the money saved from civilianizing formerly uniformed functions at the Police and Fire Departments, and the large number of our members who have taken on extra work as employees who retire or transfer are not replaced.

“This is an important breakthrough in negotiations,” Cheliotes says. “After nearly six months of demanding a response to our $3.6 million productivity proposal the City has finally responded with an offer that meets us halfway. It is the first good-faith response so far to an otherwise one-way negotiation. While this doesn’t resolve our bargaining, it is a major step that starts the momentum toward an agreement.”

Local 1180 is conducting a thorough analysis of the City’s offer and will make a counterproposal soon. In the meantime, Cheliotes encourages members of Local 1180 to turn up the heat on Mayor Bloomberg, and ask him for the full 1 percent.
