On January 3, 2005, the New York City Office of Collective Bargaining (OCB) issued its long-awaited decision in the case about which union should represent HRA workers in the AJOS title. As expected by many, OCB declined to assign jurisdiction of the title to either Local 1180 or Local 371 of DC 37. Instead, it ordered an election to decide the issue. A date for the election has not yet been set. Until now, workers in the AJOS title have been represented by whichever union represented them before they became AJOS workers. Local 1180 members have continued to be represented by Local 1180; Local 371 members have been represented by Local 371; and workers who were hired from outside have had no representation. What the OCB decision means is that all workers in the title will be represented by the same union. The decision about which union that will be is up to AJOS workers themselves. OCB's ruling that the issue should go to a vote came after dozens of hearings and thousands of pages of legal documents that stretched out over several years.
